Careful use of the word "mission"

It is expected that the W3C Team will articulate a concise, pithy mission statement that aligns well with this document, and we should remove the section titled "Mission" (but keep the contents, just move into a better place in the document) until we can work together with the Team to place a copy of the mission here.
