I suggest adding an entry in unacceptable behavior, along these lines:

When in a position of power of influence, causing others to be denied or delayed access to things they would otherwise be entitled to or legitimately expected to have access to, either through neglect, active obstruction, or deliberate inaction. Especially, though not exclusively, when doing so in a discriminatory or self-serving manner.
