As discussed by email, there are currently regular CI failures https://github.com/w3c/aria/actions

For ARIA, we are getting LIs inside TDs, see https://github.com/w3c/aria/actions/runs/13604489821/job/38034367169

Since mentioned this on #2469: the artifacts generated by CI exhibit the problem so this comes from aria.js or respec.
