Only ask to pick a license when there is a choice

Most WGs can only use one license (Doc, or Software & Doc) which is nowadays exposed in the W3C API as part of the charter object. CGs can only use the CLA-defined license. When importing or creating a new repo, the right license should be picked automatically except in the rare cases it can't (groups with more than one license).
