Putting the "1." horizontally in a vertical line, rather than using Kanji numbers and punctuation below, seems to me to be unusual and perhaps a function of layout software defaulting on non-native numbering systems in the solutions that show that kind of layout. I would be surprised if that style of tate-chu-yoko with proportional numbering is the majority use case or expected by most.
