Date/Time is encoded using ISO8601, but DCAT spec is not for direct presentation.
For RDF serialization, as in RDF Literals and Base Directions document, storing dir/lang should be resolved in RDF spec. Example 15 has one example for foaf:name with English-like name. Should be fine, since it's not multiple examples with specific cultural based.
We have conducted a self-review of our spec DCAT 3, and the results can be found at w3c/dxwg#1504.
