Dimension-related goals, metrics, and progress tracking have recently been added to the Maturity Model.
I think there is a need for an explanatory section that, while not overly prescriptive, describes or gives examples of what appropriate goals and metrics are, and how to define them.
Without an explanation, those applying the Maturity Model may not know how to set about defining goals and metrics for their organization along the dimensions.
For example, some of the goals and metrics would be informed by technical standards and government policies within the accessibility field that are relevant to the product or service in question. Others might be more specific to the individual organization.
The essence of the issue is: there should be sufficient explanation or examples to make the goals/metrics/progress measurement requirement concrete for those applying the Maturity Model. Several well-written paragraphs should suffice.

Creating accessibility metrics and goals is subjective. Similar to creating goals and metrics for products and features, you must consider the organization type, needs, maturity, staffing, funding, and yearly objectives.
