Other comments: This is an extension of #43

While #43 was limited to same-document view transitions, this document extends the scope to same-origin cross-document view transitions. Note that we only allow these view transitions to take place when the same-origin transition also did not incur a cross-origin redirect, and transitions are disabled for browser-UI push/replace navigations (e.g. typing a new address in the URL bar).
