It should, at the minimum:

allow for per-type enforcement (Per-type enforcement #66),
allow for introducing new types in the future
support different dispositions i.e. report-only mode.
be secure under addition, i.e. adding a new header should not relax the enforcement (Suggestion: Use different switch/flag than CSP #1).
