manual.csv without quotes on the assertion text should be rejected #486

I was trying to fix the manual.csv of node-wot and since the assertion text is not surround in quotes, the commas are seen as csv column separators. Such csv files must be rejected

The issue is probably due to excel. We should tell people to not use excel or tell them to use a specific output format so that quotes, commas etc. are not changed
