Add Beefy equivocation offences to the Advanced Staking Concepts #5852

Beefy introduces 2 types of offences:

First type are BABE/GRANDPA-like equivocations as seen here https://github.com/paritytech/polkadot-sdk/blob/39b1f50f1c251def87c1625d68567ed252dc6272/substrate/frame/beefy/src/equivocation.rs#L108-L111
Second type is a malicious invalid payload which is a serious offence and is getting introduced here: BEEFY: add support for slashing validators signing forking commitments paritytech/polkadot-sdk#1903

@Lederstrumpf please correct me if I'm wrong. Nevertheless this needs to be looked at.
