I think using wagtail localize there needs to be some extra model keeping track of the pages that are translated, pages that are no longer in sync.
The problem is when you do not translate or want to reorganize the tree you get lost in the woods :)
It would be handy if a tool/table would show all pages and the state of that page.
I imagine a table where the the header is the languages and below you see the titles of each page with the status of translation.
If the page is out of sync: button to sync it. If synced button to start translating it or also have button machine translate and publish. ( for the cheap translations )
if sync is turned off: show last edited. It could be that you edited the master page and forgot to edit the translated page. But once you lost track it nearly impossible to track it down if you have many pages.
I think this addition in reports would be a very nice feature.
