Add PCA with fixed number of components

The current PCA implementation also takes a variance parameter that forces the component extraction to stop before maxColumns is reached which can lead to a PCA result with fewer components.

Idea: Introduce a similar pluggable stopping criterion approach as in multiway-algorithms.
