chore: removing the vacuuming process from capacity and size retention policy

Background

As discussed in #2165 we need to disable automatic vacuuming in SQLite. Currently, size and capacity-based retention is doing it, it should not be the case now.

Details

Vacuuming is to be done manually at the node level, since in SQLite the vacuuming process is resource-consuming and may lead to node halt.

Acceptance criteria

• removing the automatic vacuuming code from the retention policy
