chore: create a separate waku-go-bindings

Background

Needed to have nwaku integrated into a portable Go package.
It will help QA team to implement e2e tests.

Details

1. Extract all the waku features implemented in https://github.com/status-im/status-go/blob/feature/nwaku-in-status/wakuv2/nwaku.go into https://github.com/waku-org/waku-go-bindings/tree/master
2. Integrate the Go package created within waku-go-bindings into status-go.
3. Inform @fbarbu15 and @AYAHASSAN287 about the completion of waku-go-bindings so that the tests development can start. (We can keep them posted about the progress, no need to wait until all is completed, so that they can begin working on the tests.)

Acceptance criteria

A portable Go package powered by waku-go-bindings should be available
