[Deliverable] Usage of rendezvous

@chair28980 reviewing deliverables. Progress on #172 has triggered progress to start on this deliverable. Start date was roughly 1 Aug 2024. @SionoiS would a reasonable completion date be mid-September? The work would include updating the specs to describe usage of rendezvous, enabling this functionality in nwaku, go-waku (already implemented) and probably coordinating enabling this in Status if necessary.

Note that for rendezvous to be used for store nodes, some work is necessary to move away from hardcoding
