[Tree Details - Design] Redesign "Request to Remove Tree" Panel

The updated design for the request to remove tree isn't up to par with the updated tree details design. Will need to modify the design to be more up to my standards.

A few things that need to be accomplished include but not limited to:

• Have the submit / cancel buttons at the bottom be sticky to the bottom of the screen.
• Follow a similar design to the "suggest an edit" screen. [Tree Details - Design] Suggest edit page to modify content #727
• Make the selections a soft box
• Give the boxes color when selected

Updated the design. I am not satisfied with the "other reason" component. Will need to look into how its generally done.

Will come up with design for selection.

Will add photo of tree to give more clarity in flow.

will reduce size of image to fit without scrolling.

May look to redesign the confirmation screen later. Its more important to just have the screen on the route than to not.
