This would basically copy the instagram component.

Features:

Background color
Loading indicator
Lazy load based on if it is visible or not (optional feature)
If the load fails or times out, show a "Click to retry"

The UserImage component would rely on this. For glance this would improve a ton of stuff on the site.

animate in on load (fade by default)
retina image support (srcSet basically)

Ability to pick from different fill mode: cover, contain, stretch (fill)
