Is there a specific reason why the spec requires "associating the form owner" to happen before the insertion of the form control element into the tree? Spec

(There's also https://www.w3.org/Bugs/Public/show_bug.cgi?id=28800 and https://www.w3.org/Bugs/Public/show_bug.cgi?id=29057 that need fixing in this area.)

No particular reason; so long as the result is black-box identical it doesn't really matter when it's done. It was just easier to explain this way.
