Python 3.12 was release last year in Oct 2023. We need to add support to Python 3.12

This is related to whylogs-sketching library, assigning to Richard to help test out the python 3.12

This is related to whylogs-sketching library, assigning to Richard to help test out the python 3.12

Successfully tested sketching with whylogs on Linux and OSX, AMD64 and ARM64. whylogs itself may need some fiddling with dependency versions to work with Python 3.12.
