Consider a shared config for mediawiki packageFiles #524

We currently have to turn off no-implicit-globals wherever we are using ResourceLoader's packageFiles. There may be other rules or rules that change in the future in this context, that would be made easier by people using a shared config instead, e.g. /mediawiki/packagefiles
