问题描述：web端有个场景，用户a拨打音视频给用户b，用户b没上线，此时登录用户b后没有出现音视频弹窗界面，按理说用户b登录后应该出现弹窗才对，因为用户a没有挂断

期望：用户b上线后出现弹窗，能接听来自用户a的音视频电话
