Window switcher not shown

Log:

    import org.kde.kwin 2.0 as KWin

The log lists something in /usr, but the dev install goes actually into /opt/kde.

That seems to rather be a setup issue on my side or in Plasma. I tried with KWin installed to /opt/kde and the same error message appeared.
