Support for RulesetRequests

The feature: As a wise-delegator, I would like to have a possibility to just accept/reject new rulesets proposed by other people.

It is important for me because:

I do not want to spend time on configuring Wise on my own... where majority of rules can be proposed by someone, who would like to get a ruleset setup from me to him.

I just would like to have a possibility to accept, edit and accept or reject proposed changes.

It is important for steem because:

This will allow for faster adoption. This will work in similar way like pull-requests in github workflows, where owner of a repository just need to make a decision whether he accept/reject changes.
