Info and Edit buttons disappear if image has error decoding

Describe the bug
The info and edit buttons disappear from the top bar when an image fails to decode, this is quite annoying if you're using the arrow buttons to go to the next / previous image and they shift away.

To Reproduce
Steps to reproduce the behavior:

1. Switch between an image which loads fine and one which fails to decode
2. Reproduced

Expected behavior
The info and edit buttons to not disappear.
