It seems like pip install --download does broken things when dealing with a local file, as documented in pypa/pip#1111
pip install --download
Specifically, pip install --download output/ foo.tar.gz extracts foo.tar.gz into the output directory.
pip install --download output/ foo.tar.gz
foo.tar.gz
