Product Query: query results are different from shortcodes/PHP query loops

Steps to reproduce the behavior:

0. Use the sample product data provided by WooCommerce.
1. On a new page, add the Product Query block and [recent_products] shortcode block.
2. Change the layout of the Product Query to 4 products per row x 2 rows.
3. Save the page and view it in a new tab.
4. See the products inside the Product Query block and the Recent Products shortcode are different.
5. See the products inside the Product Query block are different between the front end and the editor.
6. See the products inside the editor preview of the Product Query block and the Recent Products shortcode are the same.

Expected behavior

The query results of the Product Query block should be the same between the editor and front end, as well as the same as the shortcodes/query loops.
