Just adding a note from #3805, the goal of this issue is to gracefully handle errors and edge cases related to ACSS.
But on a broader scope, possibly beyond bank debits, there's also currently an issue with level3 retrials when processing payments where the error message is misleading. We should explore a fix for that as well.
