Incognito Tab Content Visible in Recent Apps Before Browser Reopens

Description:
When the "Lock Incognito Tabs When Browser is Closed" setting is toggled on, the incognito tabs content remains visible in the recent apps view after closing the browser. The tabs are only locked after reopening the browser.

Steps to Reproduce:
1.Open the browser and enable the "Lock Incognito Tabs When Browser is Closed" setting.
2.Open an incognito tab and navigate to any website.
3.Close the browser.
4.View the recent apps menu.
5.Observe that the content of the incognito tab is visible.
6.Reopen the browser and note that the incognito tab is now locked.

Expected Result:
Incognito tab content should be hidden in the recent apps view immediately after the browser is closed, ensuring privacy as soon as the setting is enabled.

Actual Result:
The content of incognito tabs is visible in the recent apps view until the browser is reopened, at which point the tabs are locked.
