Plugins UI needs enhancement when WPR isnot installed

Describe the bug
Plugins section UI needs adjustment when WPR is uninstalled

To Reproduce
Steps to reproduce the behavior:

1. WPR is not installed
2. install and activate imagify 2.2.3
3. in settings page, scroll to plugins section => cards aren't the same height and learn more in 2 lines

Expected behavior
A clear and concise description of what you expected to happen.
UI is adjusted as same as when WPR is installed
