Update GLAD alert layer to updated URL (6a)

There are some changes on MapBuilder required for GLAD Landsat Collection 2 changes. We need to swap out the tile service for GLAD on MapBuilder to https://tiles.globalforestwatch.org/umd_glad_landsat_alerts/latest/default/{z}/{x}/{y}.png.

if you were previously using https://tiles.globalforestwatch.org/glad_prod/tiles/{z}/{x}/{y}.png . Let me know if this will be an issue. We're still waiting for the data from UMD, but expected timeline is early-mid February. The glad_prod tile service will still work, but won't be updated with new alerts.

@k-kresek I updated the GLAD Alert url and I'm receiving this error..I went ahead and reverted back to the original url.

According to @k-kresek this may be delayed and is looking into it. Delayed until Mar
