Add a confirmation before deprecating an API

Problem

It is better to add a confirmation option before deprecating an API so that we can make sure that there are no accidental lifecycle changes. As there is no rollback state after deprecating an API, we need to add this improvement. Better to add this improvement to the retire button as well.

Solution

Add a confirmation dialog when clicked on deprecate and retire lifecycle change for APIs and API Products.
