MAX_LENGTH_PROVIDER is too short , hence fails to create API

Description

When the username exceeds 50 characters, API creation failed due to MAX_LENGTH_PROVIDER value as it defined with 50 character size

Steps to Reproduce

• Get Latest APIM
• Add a username with more than 50 characters and assign internal/creator and internal/publisher roles
• Login to the publisher with this user and try to create an API.
• Then this error will be occurred.
