Group users can not update applications in dev portal

Problem

Group users are unable to change the shared application ownerships through the devportal. It can only be changed via admin portal with admin access.

Proposed Solution

Enable the additional feature in APIM product to allow the group users to update the application owner through devportal as discussed in https://github.com/wso2-enterprise/wso2-apim-internal/issues/7857
