Android device enrolled but pending all operations

Description:
After enrolling an Android device, the device operations (application list, device info) remain pending
The device show active state but nor operation seems to update.

Affected Product Version:
entgra iot server 3.6.0

OS, DB, other environment details and versions:
Android 6.0 device
entgra iot server configured with ip address
h2 embedded database

Steps to reproduce:
Install entgra iot server
run the change-ip.sh script
run the iotserver.sh -Dsetup script
run broker.sh script
run iotserver.sh script
login to devicemgt console
enroll new Android device
use default admin-admin credentials
