Update to newer version of Neo4j base image

The current docker build uses neo4j v5.11.0 and corresponding APOC jar. Later when @AlanSimmons starts the process of making optimizations for the HMSN context, we should also consider upgrading the base image to a newer version (https://neo4j.com/release-notes/aura/) with all the security patches and bug fixes.

For best compatibility, we should also use the corresponding Python driver. Currently the ubkg-api and hs-ontology-api use Python neo4j driver v5.15.0.
