Stream menu is visible in Network menu even though it is not network-activated #582

Steps to reproduce:

Activate Stream in site dashboard
Stream menu shows under network menu
Clicking that ^ pisses WordPress off, tells me to get the **** out because i don't have permissions ( Gangsta language pack activated 😀 )
