Export a movie file's frame data into a more human readable format

This appears to have interest PCSX2#2412 (comment) and would not be terribly difficult to do.

The movie files have to be a somewhat cryptic format because they contain the save state information but it should be possible to write up a quick export feature if this is desirable.

In the process I should document the input format more rigidly
