Is your feature request related to a problem? Please describe.
When writing an xarray dataset as a levels dataset, it is possible to define the way variable data is aggregated. For discrete data, in most cases it makes sense to take the most frequent value. However, this is not a supported aggregation method.

Describe the solution you'd like
Provide aggregation method 'MOST_FREQUENT' or similar
