Modernizing the tool

You might have noticed the PRs I've made regarding modernizing the tool as per the best practices.

The following three PRs

are designed to be independent of each other and could be merged separately. If there are any issues or doubts please let me know.

Moving forward I'll be working on the the fork here https://github.com/biosharp-dotnet/RD-Analyzer assuming that the above three PRs are merged. You can stay posted about the roadmap further here

As you can tell it's been a while since I've raised this issue but unfortunately the project doesn't seem to be active and instead of maintaining a personal fork, I've added this tool to the bioconda channels
