I noticed there is a parameter "max attenuation" in the readme file. What does it mean exactly? thanks.

The parameter doesn't exists. The readme is wrong about this.
Have a look into examples/rnnoise_demo.c. There is no parameter max attenuation.
The maximum attenuation feature could be probably found in #39, but aren't merged yet.
