Wrong calculation with formula: (1 - (IND34 / IND33)) * 100 #43

I have a formula like (1 - (IND34 / IND33)) * 100
Currently if I don't input value for IND34 and IND33 the result return 100 => this is wrong.
It should be #DIV/0 or ERROR.
How to fix this issue?
