It says no one can use the software, which makes it closed source (even if the code is visible on GitHub).

People cannot do anything with the source, and they can't even use it for anything at all!

I was using live-server to serve local static websites during development, but it had issues in Windows while five-server works in Windows.

You can use it for that without any issues. I have published it on npm and vscode. Of course you can use it for your use case.
