Change change_dotnet_core_version.ps1 to take an array of arguments

Right now we hard code into change_dotnet_core_version.ps1 the versions of the .net libraries and apps that it needs to switch around. It would make the system easier to maintain if instead we just passed in an array with the 'from' and 'to' values from the cmd script.
