请增加参数，可以自定义服务器地址及非官方API key #350

用代理服务器架设的ai、以及自有的API key，没有找到填写地址以使用非官方openai API key的参数。
借用--api_base 'https://xxx'试了一下，弹出的微软azure的403错误。没找到其他写地址的参数。
请增加该功能为谢。
