Bring life to Cipi again.

Cipi hasn't had an update for over a year. That's why I'm trying to bring life to Cipi again.

Spikster does now support Ubuntu 22.04/23.04 and PHP8.2 out of the box.

I am working on a migration process and a better way to update / install the application.

All feedback is welcome!
