Description

Currently colocation/tablegroups code has several internal issues - they are vaguely differentiated, tablegroups are tracked badly on the master side, there are plenty of inconsistencies, etc.

We need to make this more streamlined to ease its support and simplify additional features as much as possible.

Additionally, fix of #7378 left a bunch of TODOs that need to be addressed.
