Some models of MacBooks throttle the cpu if the battery is missing or damaged. The SMC, as I gather, activates this form of throttling.
The CPU speed on the CPU menu meter should update to reflect this and/or the CPU power meter.
Another solution would be to add a line to the CPU menu meter bar or graph that reflects that throttling is active and a different color to the percentage to indicate that throttling is active.
I noticed the MacBook was slower but did not know why. While running windows on the Macbook via bootcamp I noticed that the CPU speed would never go up to the full MHz even I deliberately ran benchmarks. Also running memtestx86 reports the lower speed. Found some posts on the internet that explain this "feature" of throttling
