add hardhat plug in to check if poseidon deployment already exists

To prevent wasted gas/pollution of the blockchain from a double deployment .

Describe the solution you'd like
Writing a hardhat plugin that uses an existing poseidon-sol deployment if it exists, and deploys otherwise.
Check if certain addresses on the blockchain have code, and if they do you'd use that address for the poseidon-sol library. Otherwise deploy a new copy of the poseidon-sol library.
