Add Flux as a packaged tool

Is your feature request related to a problem? Please describe.

When deploying flux components i also need to install flux cli so i can run flux suspend hr... If zarf included this in tools it would be one less package that is needed to be added to the high side.

Describe the behavior you'd like

• Given an application is installed with flux
• When i need to suspend, reconcile, or resume a helm release
• Then I can run `zarf tools flux reconcile hr

Currently i install flux cli along side zarf.
